Annual Cyber Charter Residency Verification Requirements

The following information outlines the annual student residency verification process required by Pennsylvania law (Section 1748-A of the Public School Code) for North Allegheny School District residents enrolled in a cyber charter school.

• Annual Verification: By October 15 of each school year, cyber charter schools must verify student residency and submit completed PDE Residency Verification Form and proof of residency to the North Allegheny School District.

• New Students: Initial enrollment paperwork satisfies this requirement for a student's first year.

• Re-Enrolling Students at the Same Cyber Charter School: If a parent/guardian does not respond to the charter school's verification request, the cyber charter must submit an Alternate Notification Form to the district by November 15.

• Exemptions: Students qualifying as homeless under the McKinney-Vento Act are exempt from annual residency verification.

District Monitoring & Dispute Process 

North Allegheny School District monitors these annual submissions to ensure accurate enrollment and tuition billing. If a student's residency status is questioned, the district and cyber charter work through the state’s Integrated Monitoring System (IMS) to resolve the issue.
