Dr. Welter began her teaching career with the Buckeye Central Local School District in New Washington, OH as a Secondary Special Education Teacher in 1982. In 1986, Dr. Welter became a Secondary Special Education Teacher for the Avonworth School District before moving to the Allegheny Intermediate Unit working as a part of their Alternative Education Program from 1987-1991. Dr. Welter completed her Principal Internship with the Upper St. Clair School District in 1992-1993 and accepted her first administrative position as the Assistant Middle School Principal with the Shaler Area School District in 1993. In 1997, Dr. Welter became the Middle School Principal with the Seneca Valley School District and became the Principal at North Allegheny Intermediate High School from 1999-2007. Dr. Welter served as the Assistant Superintendent for the Hampton Township School District from 2007-2014. In that role, her responsibilities included the management of the Human Resources Department, administration of the Professional Development program, and supervision of principals.
Dr. Welter received her Bachelor of Science degree in Special Education from Ball State University in 1982. Dr. Welter completed her Master of Education in Administrative and Policy Studies and her Elementary/Secondary Principal Certification in 1992 from the University of Pittsburgh. Dr. Welter received her Ed.D. from the University of Pittsburgh in Administrative and Policy Studies and her Superintendent’s Letter of Eligibility in 1995.
